Abstract:

The paper aims at the analysis of law 4563/2020 on the reform it conducts to the financing of Higher Education Institutions in Greece. For the first time, in addition to objective criteria, effectiveness criteria are discussed and taken into account. The purpose of the reform is to create incentives for a more effective Higher Education, where the state funding or more precisely a percentage of it comes concerning the quality provided. The reform policy evaluation concerns the assessments of the content, process, and particularly the effects of the reform policy. The reform will be studied from a public policy perspective. The dominant question of the paper is whether the legislative initiative changes the bureaucratic structure. Can the institutional change in funding based on quality criteria be the driving force for quality development in Greek Higher Education?
